History of Tax Increment Finance in NC

  •  Placed on voter's ballot as Constitutional Amendments and failed twice

  •  Placed again in 2004 as Amendment One and narrowly passed

  •  This website was transformed from www.noamendmentone.org to provide citizen's of NC a database on TIF use

  •  Arizona remains the only state not to allow tax increment financing

  •  Message from one supportive elected official about post-election day and Amendment One

  • Voters OK use of self-financing bonds: by the Winston Salem Journal; Richard Craver

  • Carolina Journal list several articles pertaining to Amendment One, which are all pre-election articles

 

  • The NC Board of Elections (NCBoE) results for Amendment One was approximately 51.3% in favor and 49.7 opposed
    (Total votes were 2,033,570 with1,504,391 For and 1429179 Against)

  • Below is a listing of percentages by County in the Amendment One issue race on November 2, 2004.

  • If your County voted "Against" Amendment One and they are considering using TIF, the citizens may want to remind their local elected officials that the decision not to use tax increment financing was decided by the people.
